Roz bil-Khalta is a traditional Libyan rice dish featuring fluffy long-grain rice combined with a flavorful mixture of toasted nuts, raisins, warm spices, and aromatic seasonings. The name refers to the flavorful “khalta,” or mixture, that gives the rice its distinctive combination of sweet, savory, nutty, and aromatic flavors.
This festive-style rice is commonly served alongside roasted or braised meats and is especially suitable for family gatherings, celebrations, and special meals. Toasted almonds or pine nuts and plump raisins add contrasting textures and subtle sweetness, while cinnamon, cardamom, and black pepper provide the warm North African character.
Cooking Method
- Rinse the rice several times until the water runs mostly clear, then drain well.
- Heat the oil or butter in a large pot over medium heat.
- Add the onion and sauté until soft and lightly golden.
- Stir in the cinnamon, cardamom, and black pepper and cook for about 30 seconds.
- Add the rinsed rice and stir gently for 1–2 minutes to coat it with the aromatics.
- Pour in the water or chicken stock and add the salt.
- Bring to a gentle boil, then reduce the heat to low and cover tightly.
- Cook for 15–18 minutes, or until the rice is tender and the liquid has been absorbed.
- Remove from the heat and let the rice rest, covered, for 10 minutes.
- Meanwhile, gently warm the raisins, toasted almonds, and pine nuts in a small skillet for 1–2 minutes.
- Fluff the rice with a fork and gently fold in most of the nut-and-raisin mixture.
- Garnish with the remaining nuts and raisins and serve hot.
