Heat oil or ghee in a heavy pan and add whole spices such as cinnamon, cardamom, cloves, and bay leaves.
Add mutton pieces and sauté until they turn golden brown.
Mix in ginger powder, garlic, Kashmiri red chili powder, turmeric, and other spices.
Add whisked yogurt slowly while stirring continuously to prevent curdling.
Pour in water and cook the mutton on low heat until it becomes tender and the gravy thickens.
Add garam masala and simmer for a few more minutes to enhance the flavors.
Garnish with fresh coriander and serve hot with rice, naan, or roti.
