Prepare Dough: Mix all-purpose flour with salt and a little oil. Add water gradually and knead into a stiff dough. Let it rest for 20–30 minutes.
Make Filling: Heat oil in a pan, add cumin seeds, and let them crackle. Add boiled potatoes (mashed), green peas, coriander powder, garam masala, salt, and mix well. Cook for 5–7 minutes.
Shape Samosas: Divide dough into small balls, roll into oval shapes, cut in half, form cones, and fill with potato mixture. Seal edges with water.
Frying: Heat oil on low-medium flame and deep fry samosas until golden brown and crispy.
Serve: Serve hot with mint chutney or tamarind chutney.
