Cook the rice and allow it to cool completely; chilled leftover rice works best.
Heat oil in a wok or large skillet over high heat.
Add chopped garlic, carrots, peas, and bell pepper, then stir-fry for 2–3 minutes.
Push the vegetables to one side and scramble the eggs in the same pan.
Add the cooked rice and toss everything together.
Add soy sauce, black pepper, and a little sesame oil, then stir-fry for another 2–3 minutes.
Garnish with spring onions and serve hot.
