Cooking Method
Cook the chow mein noodles according to the package directions until just tender. Drain, rinse briefly with cold water, and toss with a little oil to prevent sticking.
In a small bowl, whisk together the soy sauce, oyster sauce, dark soy sauce, sesame oil, rice vinegar, brown sugar, cornstarch, water, and black pepper. Set aside.
Heat 1 tablespoon of vegetable oil in a large wok or skillet over high heat.
Add the sliced beef and stir-fry for 3–4 minutes, until browned and nearly cooked through. Transfer the beef to a plate.
Add the remaining oil to the wok. Stir-fry the onion, carrot, and bell pepper for 2–3 minutes.
Add the cabbage, bean sprouts, garlic, and ginger. Stir-fry for another 2 minutes, keeping the vegetables slightly crisp.
Return the beef to the wok and add the cooked noodles.
Pour the prepared sauce around the hot edge of the wok and toss everything together over high heat for 2–3 minutes, until the noodles are evenly coated and heated through.
Add the sliced green onions and optional chili flakes. Toss for another 30 seconds.
Garnish with sesame seeds if desired and serve immediately.
