Step 1: Prepare the Filling
Heat 1 tablespoon oil in a pan. Add finely chopped garlic and sauté for a few seconds. Add chopped cabbage, grated carrots, capsicum, and crumble paneer. Stir-fry on high flame for 3–4 minutes. Add soy sauce, black pepper, chili sauce (optional), salt, and a pinch of sugar. Mix well and cook until vegetables are slightly tender but still crunchy. Let the mixture cool.
Step 2: Prepare the Wrappers
Place a spring roll sheet on a flat surface. Add 2 tablespoons of the paneer-vegetable filling in the center.
Step 3: Roll the Spring Rolls
Fold the bottom over the filling, fold the sides inward, and roll tightly. Seal the edges with a flour-water paste.
Step 4: Frying
Heat oil in a deep pan. Fry the rolls on medium heat until golden brown and crispy. Remove and place on tissue paper.
Step 5: Serve
Serve hot with green chutney, sweet chili sauce, or tomato ketchup.
