Soak the almonds in warm water, peel them, and grind into a smooth paste with a little milk.
Heat ghee in a heavy-bottomed pan and add the almond paste.
Cook on low heat, stirring continuously, until the raw aroma disappears.
Add sugar and milk gradually, mixing well to prevent lumps.
Continue cooking until the halwa thickens and begins to leave the sides of the pan.
Add cardamom powder and saffron, then mix well.
Garnish with chopped almonds and serve warm.
